Yes there are parents doing it for them. They also sign off on the driving logs even when they aren't doing the actual drive time.

My daughter took the test, the course, and her middle school teacher and I taught her behind the wheel. During COVID I had to approve/pass her, but I didn’t do that until I was absolutely certain.
