it's definitely a passed down trauma thing. I'm pretty sure Polly is Francis' daughter and Francis is just as horrid of a person as Henry's parents. Polly thinks it's normal, So does Henry and Peter

They must really trust Henry to be letting him take care of baby he’s a kid. but he’s dad always gets into trouble this might prove that they really trust him so even though he is not able to take care of her still not okay to do that him

Not to mention how emotionally unstable they both are when It comes to Henry, who Isn’t even theirs, they will be sent to mental hospital when handeling a toddler, todlers say no just cuz they don’t want to do as told💀 But to be fair we don’t know If they have taken Vera to the doctor and are doing everything they can.

There’s an episode where Vera crawls away from her christening and ends up playing games under a food table with Henry and then when they all find her she says “go away” and pulls the tablecloth down. Henry and Vera do seem to have a close connection, but he absolutely is not responsible for her.
