Instead of increasing the price to include the licensing fee, they made it optional. The Xbox was already expensive for Microsoft to produce. They took a $100 loss per Xbox sold.

had both XBOX and PS2 and I preferred using XBOX for watching DVDs during having a proper remote, instead of using gaming controller like the PS2 made you do.

DVD kit included the cost of the licence for playing DVDs so it wasn't included in the price of the console so people didn't have to pay more for a feature they might not use
