my 48 special starts that way it's the easiest starting vintage car I have gm did that as a way to advertise that their cars started easier than others it would prime the carb while working the starter

they used to put a botton under the tip.of the fuel control pedal. that woukd spin up the starter , engagement I'm not sure. I'm sure different manufactors had different variations.
