Time signatures are visual notations. Meters are aurally perceived. We hear meter, we don’t hear time signatures, we don’t hear notation. Good notation exists to eliminate questions during rehearsals, not to be heard by audiences.

This isn’t a hard fast rule by any means but a lot of the times a phrase is around 8 measures, so I would write something in 2/4 rather than 4/4 if I wanted the phrase structure to be half as long if that makes sense.
