When Parker is near Peanut give Peanut a treat and reassure him. That way he associates Parker with something good and will eventually stop attacking him.

Peanut is jealous. I was told boy dogs have to be fixed as a puppy so they aren't aggressive towards brother/boy dogs.

I adopted a shelter puppy, and I learned that because he had been living on concrete in a run he was used to going to the toilet wherever without a clearly defined outside and inside area I must admit it took a really long time to house train him I would suggest getting rid of your rugs and carpet
