My understanding -Could be wrong - Is the way it's going to work is NATO chooses the weapons they send from their stockpiles, and backfill what they sent by buying back from the US. then they can send what is on hand directly to Ukraine. at least I'm 99% Sure

The US have loads of weapons, believe you me. They are stored in underground bunkers. They just set the correct circumstances and time to when to offload in order to maximise profit.
