With Jamaica becoming more attractive to investors, they need to ensure that contributing citizens are able to own homes and put a cap on the investors. They come in and buy the starter homes (if you can even call them that) in bulk, turning them into Airbnb all while the average citizen is made to pay NHT contributions and will likely never own a home.
