They have to clear the path to lay rail , which takes TIME and money , also included in the VOTER approved proposition, was upgrading existing rail infrastructure which takes TIME and money. We aren’t China so this doesn’t happen over night . Yall Let me Explain why it hasn't been built this time it's not the fault of morden California or the federal government their's two parties responsible In the 60s or 70s I can't remember when Regan Was governor they passed a law basically not in my backyard where individuals in a state that own land near or on public projects could prevent them from being built by simply suing the state government , Elon musk used his billions later to lobby against this and cause lawsuit after lawsuit haulting basically alll construction
