Starfleet is the biggest argument for "Humans are Space Orcs" ever. Literal super soldiers, Khan, go up against them and almost win if not for the sudden strength and ingenuity shown by the officers of Starfleet. They are only underrated because they are underestimated always.

what do you think of the UNSC from Halo? I think they're actually pretty competent for having such a massive technological deficit and being so outgunned. obviously only up to the point of Halo 3. everything after that is a little bit nonsense.

a lot of the time we are seeing scientists solve a problem. Starfleet has science and diplomatic ships that are capable of defending themselves but it wasn't until the Defiant that we saw a dedicated war ship, and they had to upgrade it because when they used it it was literally warping the frame and tearing the hull.

The 2 best examples of the power of Stsr fleet:
1. When the Federation first met the Borg, they were vastly outmatched. They posed no threat to the cube; which easily wiped out an entire Starfleet armada.
A decade in universe later; and Starfleet was able to fight back against a cube. An armada stopping it in its tracks for hours before destroying it.
2. When Starfleet first encountered the Dominion, Starfleet shields couldn't stop the Dominion weapons. A small craft destroyed a Galaxy class ship, one of the premier top-of-the-line vessels in Starfleet.
Just 2 years later, Starfleet shields and weapons rivaled the Dominions.

The Klingons were defeated by ships that combat was at best a secondary function.
The Federation has a tremendous resource, research, and industrial base. Between the Enterprise D first contact with the Borg and the Dominion war Starfleet massively increased it's shipyard capacity.

I would say starfleet is underpowered not because their ships suck or anything, but because they were not designed as warships. if they were warships first and exploration second, they have backup physical bulkheads to their shields, and every crewman should be in an eva suit as soon as read alert hit. though if they were designed like a modern military ship, a 5 year mission would suck

people sleep on star fleet for the same reason people sleep on sailor moon. The purpose of the story isn't to demonstrate strength or fighting...ness. It's a lot of things in different episodes...but it's rarely that. That being said they avoid a lot of that fighting screentime by making the protagonist(s) way stronger than they need to be for those moments.
