A couple theories I just came up with 1. That’s a different person and a side effect of using the fruit makes you look like that 2. It’s someone using Bonneys fruit (toshi toshi no mi) and is possibly awakened? 3. It is Marco and he just looks like that no matter what (immortality surgery or maybe just a gag) 4. It’s someone who looks like him and it’s simply a coincidence (like the person who was mistaken for Sanji) 5. It’s an awakened clone clone fruit and somehow they can change their age with it? (Maybe someone used the Juka Juka no mi (shinobus fruit) to age themself or it’s simply an ability of the clone clone fruit we never saw) 6. Marco was aged with the Juka Juka no Mi and either had immortality surgery after that or it’s an effect of the phoenix fruit that the person is immortal. I think these theories are pretty good but idk

Simple solution. Phoenix powers give you longer life making his age more amorphous. He used to be a random pirate not on rocks or rogers crew but he went to god valley like a lot of other random crews and was fighting right the rocks crew for treasure etc

I think the rocks pirates just showed up with a bunch of other pirates so because it wasn’t in Shakky’s Bar then it’s all fair game on who to attack. Especially since shakky was safe in Rayleigh’s arms at that point.
