A lot of people like half a pound of cream cheese per bagel, and just have to tell you at that point, they just want a socially acceptable way to eat cream cheese, the scooping for those people don't change much

while I would never order my bagel like this, I can understand that a large part of the bagel's distinct flavor comes from the enhanced maillard reaction achieved with a lye wash so scooping the innards doesn't lose much of that
