The FBI once actually investigated itself , literally. In the 1970s, agents broke into an FBI office (as part of the “Citizens’ Commission to Investigate the FBI”) and leaked files exposing illegal surveillance programs. Those leaks forced Congress to investigate the FBI… and that’s how the Church Committee and modern U.S. intelligence oversight were born.
