Batman funds many things in gotham, Arkham asylum, hospitals, schools, he does the whole fucking shebang, hes a good man- that being said, these all kind of seem fruitless. In older stories a lot of these villains weren't as evil as they are now, Joker was very often dangerous and funny but like in more recent stories hes out killing thousands, in some stories hes a grapist, in stories hes killing families and the batman will put him in Arkham as much as he wants but the joker will eventually escape and all that funding will go to waste when hes blowing up schools and hospital with his lackeys. That isn't entirely Batman's fault as the justice system just isn't doing its shit, you can only claim insanity so many times before you end up on an electric chair. And the argument that the villain dying shortens a comic run isn't true, that leaves out space for new stories, in one off stories villains being alive is fine but in the main canon? I mean, Alfred canonically is DEAD and has been for a few years, and the Joker ISN'T batman's only villain, hell it aint even gotta be batman, have a cop kill him, or have him face the death penalty, I think that would give for some interesting future stories without slandering batman which DC really likes doing.
