Malpensa is always like this. If you have an option, try flying via another Schengen country with less time consuming controls and arrive in Milan on an inner Schengen flight where nobody goes through passport control again. Along with Prague and at times some places in Spain, Milan is Europe’s worst airport for passport control 😬
