If you actually rewatch that fight, you’ll see Gohan was holding back when he said it was his full power. That was a lie, Goku told Gohan to raise his energy higher, and then we see Gohan power up even more and start overwhelming Goku. All Gohan was trying to do was get Goku to take the fight seriously. Right after Goku goes SSB, Gohan literally says, “See my full strength,” which further proves he wasn’t fighting at full power before; he just wanted Goku to take the fight seriously. Goku only outscaled Gohan when he stacked Kaioken on top of SSB.
