I believe John August has talked about how a scene should be doing one of three things: Advancing plot, revealing character or creating subtext/mood. It seems a lot of modern movies ignore the last two.

I did a Jarmusch watch this summer and discovered that The Limits of Control is absolutely wonderful, but couldn’t exactly articulate why and I think it’s basically this, it’s an entire movie (granted, in an entire career) almost entirely comprised of these kinds of moments

My favourite scene in a movie is in "the man without a past" by Kaurismäki, where the protagonist sits in a train and eats sushi. It's beautiful, and slow, and nothing really happens.

There's so many amazing scenes in Ghostdog. Him driving the Stolen car listen to Killah Priest, man building a boat on top of his home, Ghostdog coming across passive Pitbull. It all seems so effortlessly beautiful.

I think in general when a filmmaker breaks the rules you'll inevitably find they have a greater understanding of the rules and the rules were not broken. it's been too many decades since I watched this film but I would wager this was in the first half of the second act. evolution of the world rules and Ghost Dogs position in the world
