To a medium saucepan pan add water and chiles. Bring water to a soft boil over medium-high heat. Cook for 7 minutes or until chiles are soft. Reserve water. 2. To a blender cup add chiles, garlic, oregano, cumin, pepper, salt, water and blend until smooth. 3. Add oil to a saucepan pan and heat over medium heat. Add the chile rojo purée, chicken bouillon, water if too thick. Turn the heat to low and simmer for 8 minutes. Taste and adjust salt. 4. Add 2 cups of oil to a large sauce pan and fry tortillas. 5. Add tortillas to the saucepan where the sauce is cooking, stir in the tortilla chips, and fold until the tortillas are coated with the sauce. Turn off the heat. 6. Top with diced onions, chihuahua cheese, and cover for 3 minutes or until cheese has melted. 7. Serve immediately, before the tortillas become soggy. 8.
