Ive got a feeling thats pine tar 🤔 If it is then it will smell like turpentine which would be good to remove it with.

Everyone used it in the old days, I found “ bugs” grew underneath it, defiance mulsing spray is better, I can still remember the smell thou 🤙🇦🇺🇦🇺

When i was a young'un, the farm next door used to use a similar preparation on their animals and they used to put it on with a long handled brush.
