Best use pvc pipe and get a stronger bigger air pump make sure you use a a loop system with the pvc. Tap/Connect valves to pvc pipe

Idk if it’s possible for your set up but why didn’t you move your water inlet closer to the surface for surface agitation?

The air stone made a huge difference with my tank. Effective and way cheaper than individual skimmers

You need surface skimming. The bubblers will help to a point.
