Use pre-emergent instead of fabric. It’ll save you a massive amount of time and effort. Snapshot is a good one

Fabric doesnt work with mulch it’s just a waste of time and money since the mulch will turn into dirt anyway

You should not use weed fabric under mulch. Mulch is designed to decompose over time & enrich the soil.
