it's actually illegal to chain to a rim like that chains must wrap arround the axle and hook back to its self

Heavy steel rim, chain hook fits, and it's an unsprung part of the vehicle. Seems logical to me.

There is no way for that wheel and tire to rotate and cause the chain to come loose. I mean they just don't rotate.

If you can’t find a spot underneath, then run a loop around the tire, (make a lasso), and chain it that way

becuase every parking lot trucker or mechanic chains to wheels lol, throw the chain over the axle if you don't have tire straps or throw around frame

im sorry but not safe all it takes is one good hard maneuver for that tire to move and bam its gone I would say wrap the chain around that axle

Plus the rim is unsprung weight compared to chaining to tow hooks which is sprung weight
