They kinda did this in here in Toronto and it was catastrophic for the communities near by. They need to be in places with trained staff etc.

Horrible idea. All hotel staff would quit. Untreated mental illness and psychiatric breakdowns would put others in harmful situations.

Who pays for the cleaning between customers? If the room is free the hotel pays for the back end.
