what I do I add the drop to CPU then on the heat sink I add a thin layer to maximum coverage

I’ve always done a pea sized amount in the centre, because the coolers pressure pushes it outwards anyway.

look Thermal paste is to fill tiny gaps so it should go on very thin. metal to metal is best.
