They were roamers. You can find them anywhere in the region after beating the game. Don’t poison legendaries lol, just mean look it and put it to Slp

Same with raikou and entei in silver and gold. Those 2 were the hardest Pokémon to catch.

You're supposed to make it sleep with sleep spore then spam ultra balls, or in my case, pokeballs.

Yea, a roaming legendary… which was already a dumb concept. Gen 5 had the last two. Should’ve let us fight and capture it, like the rest of the legend

I guess they don't know how to use mean look or arena trap...as an 8 year old I learned how to hunt roaming legendaries in silver
