I think the only time they say that in a negative way is when the person looks very Hispanic, and does not speak any Spanish.

I’ve always understood it as someone who is clearly latino (name AND features) denying they are latino. I say this as someone with el nopal en la frente, however, i’m proud of of being latina

It’s referred to ppl who look Hispanic and don’t speak Spanish. It’s often assumed that they don’t WANT to speak it rather than don’t know Spanish.
