to be fair khajiit are not banned from cities, just the caravans are, it’s hard to tell tho bc there’s only like 5 unique khajiit in skyrim

They aren’t forced to stay out, Khajiit are found living in most holds, they choose to be outside the front gate to trade with travelers like us

I May be wrong, except i believe the Caravans are not allowed. You can take J’zargo with you everywhere and Shavari shows up when you look for Esbern
