Maybe put it back in the glass frame and then paint the glass. You can always scrape and change it.

As an artist I fell like if I seen someone painting over the original painting I would have my feelings hurt. Someone worked hard on that art work

You need permission from the artist. If they are deceased you need to ask the heirs. You also can’t resell it
