Check the resistance between the green and yellow can bus. Should be about 60 ohms. If that check out yes the eps unit is bad

Same thing happened to mine had the exact same issues. The eps unit it self had gone bad and had to be replaced. Just stopped working

Two things an atv never needed, fuel pumps and power steering. I've owned a couple dozen atvs and never had an issue steering or starting one carbed.
