Our hoa has a no yard signs rule, so we forced them to specify. They said anything that promotes sales and services or politics. So we filled the yard

I would only try to buy a house in an HOA in hopes they forget to get me to sign the HOA paperwork and I could just be a nuisance.

Sounds like the hoa person has a friend that they like to refer to do jobs for other home owners. I dealt with the same thing for deck staining.
