Agents with US Immigration and Customs Enforcement (ICE) shot a Presbyterian minister in the head with a pepper ball while he was standing with protesters in front of the ICE detention center in Broadview, Illinois, in September. Footage taken by Kelly Hayes shows protesters, including Pastor David Black, standing and shouting in front of the detention center, while three ICE agents can be seen standing on the roof. One ICE agent can be seen shooting pepper balls at the protesters and one hits Black on the top of his head, which causes Black to fall to the ground, the footage shows. Hayes told Storyful: “I had only been present at the Broadview protest for a few minutes that night when I saw Reverend David Black, a regular protester outside the Broadview ICE facility, being shot in the head with a pepper ball by ICE agents.” In a post on Bluesky, Hayes said that Black was okay and was helped by people at the scene. According to an October 6 statement from the American Civil Liberties Union, Black was among several plaintiffs “petitioning a federal court for an emergency order to stop the government’s illegal and brutal suppression of First Amendment rights.” Storyful reached out to Black for a statement, but had not heard back at the time of publication.
