Actually all you need is a name and birthdate and it can be searched in the system whether or not the physical id is in that person’s possession or not

Arizona’s tough and a bit archaic. In Florida, you can get a ticket for not having a drivers license, but they’ll drop it immediately after showing proof to a judge. Photos work too.
