The first guy didn't down it but the second guy definitely did. He puts his hand on the ball, even has a knee down (which isn't necassary)

As soon as the kicking team touches the ball it’s down by contact at that spot. If the receiving team touches the ball it can be picked back up

something's off here, the receiving team has to possess it for it to be down but the kicking team does not, they simply have to touch it and it's down

the offense was closest to the ball, and apparently did not touch after it bounced and came to rest, so it was live. defense picked it up and ran it back for a touchdown.
