question, the shade tree installed a crate motor right? wouldnt the cam gears have already been there from the rebuilder? so the shade tree installer isnt at fault but the rebuilder?

it's hard to trust what some mechanics say, it's mostly hit and miss. you find a trustworthy mechanic, pay that man good. keep them.

Seen this before. One crank gear installed backwards. Chains were rubbing against each other.

Every crate motor that I have put together has had the front covers valve covers oil pan gears time chain, all already assembled you just have to swap
