I still don’t think it’s fair to charge him. He may have pull the trigger, but he didn’t know there was an actual bullet in the gun. So it’s not his fault.

As a weapons specialist for Hollywood, this situation is IMPOSSIBLE. Live rounds are illegal on set. To load a revolver you would have seen the live.
