For very wealthy people, it’s not as simple as they’ll just leave the UK. They can leave as individuals, but their assets and/or businesses will still be onshore in the UK/ subject to tax

Income earned outside the U.K. shouldn’t be taxed. Whilst living inside the U.K. money brought into the U.K. during your stay is subject to tax just the same as everyone else.
