Also an option, Instead of one big turbo, run a smaller one but either way going to have to bullet proof the bottom end with high boost

personally, I'd slap on a sequential twin turbo setup so that I'd have boost in the mid-low rpm range and then the bigger turbo would make boost for the higher rpm

Twincharge can make a small engine feel rather big.. I noticed that in the 1.4 Vw Scirocco tsi.. that twincharging makes that 1.4 feel like a 2.0 💯

that's not quite true turbos are based off g/sec which is more a factor of rpm and throttle position not just one "turbo lag" is lag when you're at boost threshold not how long it takes to get toboost
