Racism is racism. It works in any direction and does not need a system to qualify as racism. Racism is the same thing as discrimination, just with regard to ethnicity.

i was harassed in elementary school for being one of the only white kids in a spanish school. it was racism, but not discrimination. i cannot experience discrimination, but i did experience racism.

racism by definition is not systemic. any race can be racist towards any other race. racism in america, however, is systemic especially towards people of color. it has gotten better, but not entirely
