the skirting board is probably yellow because it's a paint / gloss that stays white when exposed to sun, rather than it being dirty :)

The brown spills in the bathroom is where the paint isn’t bathroom paint, it’s all the oils being extracted when you shower/bathe from condensation xx

My bathroom sweats when the shower is on and it looks just like this. I got normal emulsion paint so if you got the same it might just be we need proper bathroom paint

I moved into a new build and my bathroom looks pretty much identical to yours, the yellow running down the walls is the oils out the paint due to the steam etc when your having a shower/bath

I was getting brown marks. Make sure your bathroom is painted with Bathroom paint and plenty of ventilation.
