We have this problem with my new dog he’s a puppy never was a rescue but I think he’s just scared because he’s still a puppy I’m like the only one that can put it on without him trying to bite. He does this with a leash too for my family but he lets me put it on him

I train horses. I don’t know much about dogs, but if you let them get away with pulling away from things like that, instead of pushing them through it, it will teach them that acting up. Is good

A collar isn’t really safe for small dogs, trying to train her to step into a harness would be better, if not possible then perhaps a wider cotton-

I think you should use a harness or maybe not use it all of the time it could be uncomfortable for her how the headband looks it might just be uncomfortable and rough on the skin
