(1) He probably wasnt trained. Most agencies only train how to cuff from a seated, standing or prone position. Most agencies dont teach alternative cuffing techniques. (2) warrant was for homicide-so high risk of harm to officer &Public if inmate got away (3) Inmate had already tried to run once which is why they didnt want to remove cuffs (4) Officers were already winded from running. You can hear from footage they were out of breath. They didnt want to fight inmate or run again. (5) Most people aren't flexible enough to jump through cuffed hands to bring hands from back to front so they probably didnt know how to properly handle situation.
