The reason is because there are more black foster children placed in the system due to racial minorities. I learned this in SW and Psychology. The issue is when white adoptive parents ignore color and do not allow their adopted POC child learn about their biological lineage. Color does in fact matter as an adoptee who is South Asian. Adoptees have more identity issues if they are transracially adopted.
