Is there glue under the vinyl?What about Vinyl up to the wall about 100mm?It’s not waterproof this way.

The proper way is vinyl under the toilet but I wouldn't take responsibility for r&r. Too many things could go wrong. It would be up to the customer to r&r themselves or hire a plumber.
