They can refuse anything but once the fuel is on his car it’s unreasonable to recover it so therefore he owes a debt, they can’t refuse legal tender for a debt, he is offering payment and they refused

Royal mint state coin is legal tender but not for general circulation. Shops and banks are legally allowed to refuse them.

This is a ridiculous exchange. Ignorance of the law is not defence for a policy enforcer. The driver is correct in his information. Once there is debt they must accept legal tender.
