They can refuse anything but once the fuel is on his car it’s unreasonable to recover it so therefore he owes a debt, they can’t refuse legal tender for a debt, he is offering payment and they refused

if they don't want to accept that coin, they don't have to accept it, so long as the have signs posted saying they don't want to accept it, but no signs, they must accept legal tender.

Royal mint state coin is legal tender but not for general circulation. Shops and banks are legally allowed to refuse them.

This is a ridiculous exchange. Ignorance of the law is not defence for a policy enforcer. The driver is correct in his information. Once there is debt they must accept legal tender.

Officer needs to check the definition of legal tender. You already offered payment and they refused so they technically forfeited the right to payment and he is threatening an illegal arrest.
