except this doesnt work, the simulacrums need to use their wish spell to create another simulacrum and are unable to restore spells slots, meaning they can't then give resistances to everyone

While I love this kind of logic, I'd tell the player the simulacrum is them, comes with the 33%.

Wish requires a Mortal Creature. It is in the first words of the spell description. A simulacrum is a construct according to the spell so technically a simulacrum can’t cast wish.

I thought the 33% thing was if you tried to go off the menu. It's always been safe replicating spells, making money and adding immunity in the games I've played.

I have a level 20 wizard, and I got the recall spell epic boon from an extra level up from a deck of many things, so all of my simulacrums have 2 level 9 spell slots…. I made 14000 simulacrums

None of these wishes (gold or resistance) triggers wish weakness, monkey paw or a 33% chance of not casting the spell again, they are on the safe use list.
