would recommend getting a rucksack instead that's the right size - then when airlines change the size etc or you are on a new airline you can just adjust how much you pack in it.

We got rejected for the small bag under the seat.... It fit the size requirements but they got pissy about it having wheels.... And said it's a suitcase and needs to be paid for and go in the overhead

I think it's hit and miss. I flew with Ryanair recently and the depth of my suitcase was 22cm. Ryanair allows 20cm, but I didn't get stopped and no one said anything.
