Dashcam is wrong, those 2 green lights is for the 2 lanes to his left. He's trying to go around them on the shoulder. You can see the car parked in his "lane" in front of him

hard to tell. I don't see turn only signs. so it looks like its just the right lane. but then he turns to the left like he's getting in the next lane.

It appears the light turned green recently because the other lane is full and just started rolling. The driver making the left turn I guess was trying to make it before they went. She’s at fault.

Doesn't look like it's a double lane, and he sped up as if he was going to get into the lane. But there's not light for the turn so they both at fault

Just my observation but the driver with the camera is using parking lane to go around 2 lane traffic. The car turning left had a green left turn light hence 2 lanes where waiting for the turning car

Where the camper is driving, looks like he's not in a lane. If you look ahead, he looks to be where parked cars are AND he kinda guns it
