So, the diode is for rectifying the AC to really bad quality DC. The resistor limits current and the caps slow changes. When they reach ~90V the neon bulbs start conducting.

not only is it dangerous but why is the live wire longer than the neutral, if someone was to grab it and pull it thwn they endup ripping off the neutral instead of live

These are 90v NEON bulbs, not LEDs. They can be run on 220v with a series resistor. This circuit includes the capacitors as a timing element which causes the neons to pulse.
