If anybody actually wants to pay attention, the dog bites the owner and then jumps up to try to latch on, so the owner has to push them down to the ground so he doesn’t get bitten

The dog tried to bite his handler. It’s the handler’s responsibility to keep their dog in line. If they don’t the dog can bite a suspect causing a liability problem. No abuse there.
