realistically gotta think butterfly effect, if save the civilian if during an acc war chances are they'll be in middle it again, if save squad member they could then help saving so many more people

thing is you can save one of the bofs to the point where they can sort themselves out where a civii isn't trained or would know what to do at the same point. so save the squaddie then save the civii
